UPDATE 11/14/12: Prices and options have changed due to improvement since last I took point commissions. Also, no longer offering traditional work as options for commissions. I will be doing a lot of negotiating with prices as well.
READ THROUGH EVERYTHING BEFORE YOU COMMENT/NOTE ME. DON'T write what you want here. NOTE me. And don't BOTHER commenting if you don't have any points. It gets irritating when people comment saying they don't have any points.
NEW NOTE:
I offer all my pictures in three line styles: Pen-drawn, binary, or painted.
I also offer two shading styles: cel-shading and painted shading.
I will only offer painted shading on non-binary pictures.
Please state which one you would like when you request a commission. Which one you choose doesn't make a difference in price or difficulty for me.
For flat digital pictures, these will cost 50 
10 for each extra character. (These don't take me very long to do.)
EXAMPLES --> 
For shaded and highlighted digital pictures with a simple colored or transparent background, these start at 100 . 25 for each extra character. Text like in the third example can be added for no extra charge. 
EXAMPLES --> 
For the biggest pictures, the ones that are shaded, highlighted, are very detailed and/or have a background or have numerous characters--these cost 200+ , the price going up depending on complexity and number of characters. Prices will increase in 25-point increments. These take the longest to do, and I won't be taking many of these. More detailed backgrounds than the ones shown in the pictures below can be done for extra points.

Phineas and Ferb (fancharacters or non)

Sonic the Hedgehog characters
General fantasy creatures
Dragons
Various cartoon characters if given a proper reference
Violence (yes, blood, guts and gross, squishy red stuff are included in this)
Couples (straight/yaoi/yuri/whatever. It won't be explicit, but it can be naughty, teehee)
Religious art with characters or figures of your choice
... among other things that you can ask me about if they're not listed here.
Things I WON'T/CAN'T draw:
Detailed mechs/mechas/weapons/robots
Realism
Hate art
Nudity (UNLESS it's TASTEFUL ARTISTIC NUDITY. I'm willing to draw it. I will NOT draw genitals.)
I CAN draw backgrounds, but they're not that great.
Certain fetishes
Anime styled characters (this does NOT mean anime characters in general. I just mean the style).
I will not draw my characters or character concepts for you UNLESS what you're asking for is something I am willing to work with.
You MAY ask for more than one commission. But please be mindful of other people.
You, the commissioner, and only you, have the right to color your sketches and inked pictures as long as you credit me.
I will not refuse your offer if you ask for characters I personally do not like. I love drawing all kinds of characters.
I WILL, however, refuse your offer if you give me points before you have a specific idea in mind or if I have not offered YOU a price. In that case I will return your points to you, and you will not get a commission.
DON'T rush me. It takes time to do these things. Sometimes it will take several days for me to do one. I have never backed out on a commission, I will not back out on you no matter how long it takes. In the event that I do forget, though, don't be afraid to remind me. I'm a very disorganized and forgetful person. 
BE AS SPECIFIC AS POSSIBLE. Provide refs of the characters that you want me to draw. Give me leeway or be strict. I NEED TO KNOW.
Know that I have the right to refuse your commission if there is unruly conduct, a heated discrepancy that we are unable to work out, or for other reasons I find to decline your offer.
